Bill Summary: HB 303

• Each institution of higher education must establish a campus mental health coalition by January 1, 2021, comprised of representatives from administration, counseling services, health services, student body, residential life, faculty, and other designated staff reflecting student body demographics.

• The Office of Higher Education and Commissioner of Mental Health and Addiction Services must develop an assessment tool by January 1, 2021, and update it every four years, with campuses required to submit evaluation results by October 1, 2021, and every four years thereafter.

• Each institution must enter into a memorandum of understanding with at least one community-based mental health care provider or emergency mobile psychiatric service provider by January 1, 2021, to expand student access to mental health services.

• Institutions must establish and annually update a crisis intervention and management plan for each campus identifying areas of danger and implementing safety protocols, and adopt a governing board policy on student mental health by January 1, 2021.

• The Board of Regents for Higher Education must employ a grant writer by January 1, 2021, to identify and apply for grant funding to support student mental health services at regional community-technical colleges.
