Repeals and replaces Section 10-65 of Connecticut General Statutes effective July 1, 2020, to establish new funding mechanisms for agricultural science and technology education centers operated by local and regional school districts.

Provides state grants covering 95% of net eligible costs for facility projects filed before July 1, 2011, and 80% for projects filed after that date, plus per-student funding of $4,200 per secondary student enrolled plus $6,823 multiplied by the number of non-resident students.

Establishes tiered supplemental grants ranging from $500 per student for centers with more than 150 out-of-district students down to $60 per student for centers not meeting higher thresholds, with funding distributed within available appropriations.

Allocates $500,000 annually for fiscal years ending June 30, 2012 and 2013 to boards operating centers, and prevents increased state funding from being used to supplant local education funding for fiscal years ending June 30, 2015-2017.

Requires boards of education without centers to provide enrollment opportunities for their students in approved centers at levels specified in written agreements or based on average historical enrollment during the prior three school years.
