State Board of Education must adopt guidelines for comprehensive school counseling programs by July 1, 2020, in collaboration with a state-wide school counselors association.

Guidelines must ensure all students have access to comprehensive school counseling programs providing academic, social-emotional, and post-secondary and career readiness programming delivered by certified school counselors.

School counselors must devote at least 80 percent of their work time during regular school hours to providing direct counseling services to individual students or groups of students.

State Board of Education must make guidelines available to local and regional boards of education and publish them on the Department of Education website.
