Repeals the previous Achievement Gap Task Force and establishes a new Educational Opportunity Gaps Task Force to address educational disparities in Connecticut elementary, middle, and high schools.

Task force shall develop a master plan by October 1, 2021 to eliminate educational opportunity gaps among racial groups, ethnic groups, socioeconomic groups, genders, English language learners, and students with disabilities, including a plan to improve literacy, math, and numeracy skills.

Task force membership consists of 12 positions including legislative appointees, the Commissioner of Education, the Governor's appointee, three advocates (for students with disabilities, racial equity, and English language learners), and a representative from the Two-Generational Advisory Board.

Task force shall submit annual progress reports from October 1, 2022 through October 1, 2025 and shall terminate on October 1, 2026.

Repeals the Interagency Council for Ending the Achievement Gap and removes the requirement that the Department of Education consult with that council when developing chronic absenteeism prevention plans.
