Raised Bill No. 325 - Association Health Plans

• Defines "association health plan" as a fully insured group health insurance policy sponsored by an association and offered to employer members, complying with the Employee Retirement Income Security Act of 1974.

• Permits sponsoring associations to provide association health plan coverage to employer members, to the maximum extent allowed under federal law, notwithstanding other state statutes.

• Defines eligible employers as sole proprietorships or entities doing business in Connecticut that employ at least one individual in the state.

• Requires the Insurance Commissioner to adopt regulations under Connecticut's administrative procedures (chapter 54) to implement the association health plan framework.

• Takes effect October 1, 2020.
