Establishes a task force to study the Connecticut Health Insurance Exchange pursuant to state statute section 38a-1081.

Task force composition includes 10 members: two appointed by House speaker, two by Senate president pro tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, the CEO of the Connecticut Health Insurance Exchange (or designee), and two appointed by the Governor.

All appointments must be made within 30 days of the effective date; the first task force meeting must occur within 60 days; administrative support provided by the joint standing committee on insurance.

Task force shall submit a report with findings and recommendations to the insurance joint standing committee by January 1, 2021, at which time the task force terminates.

Members appointed by legislative leaders may be members of the General Assembly; vacancies filled by the appointing authority.
