Raised Bill No. 351 Summary

• Replaces the term "workers' compensation commissioner" with "administrative law judge" throughout Connecticut's General Statutes and any 2020 public acts, effective October 1, 2020.

• Reduces the Workers' Compensation Commission Advisory Board meeting requirement from twice per calendar quarter to once per calendar quarter.

• Removes provisions requiring a Statistical Division director to be a full-time salaried employee and eliminates the reporting requirement to the Commission chairman.

• Repeals sections 31-276a, 31-298a, and 31-304 of the General Statutes and makes technical corrections related to Second Injury Fund procedures and references.

• Clarifies that the Second Injury Fund can only accept injury claims that occurred before July 1, 1995, with all later claims remaining the employer's responsibility.
