Establishes tipped credit amounts recognized as part of minimum fair wage: 36.8% for non-bartender hotel and restaurant workers and 18.5% for bartenders, effective September 1, 2020.

Creates a temporary wage structure from July 1, 2019 through September 1, 2020 where gratuities equal the difference between minimum wage and specified employer share amounts ($6.38/hour for non-bartenders, $8.23/hour for bartenders).

Prohibits employers from displacing employees on or after October 1, 2020 by reducing hours, wages, or benefits for the purpose of hiring workers under age 18 at below-minimum rates.

Authorizes the Labor Commissioner to suspend an employer's right to pay reduced rates to employees for a specified period if violations of the displacement restriction are found.

Updates regulations for executive, administrative, and professional employees to be reviewed no later than October 1, 2000 and every four years thereafter.
