Waives the registration fee for medical marijuana qualifying patients who are veterans, defined in section 27-103, capping the standard fee at $25 for non-veterans.

Waives the administration fee for veterans who receive written certifications for palliative use of marijuana, which the Commissioner of Consumer Protection establishes through regulations.

Requires veterans and non-veterans to register with the Department of Consumer Protection and provide identifying information, with registration effective until the physician's certification expires.

Becomes effective July 1, 2020, and amends sections 21a-408d(a) and 21a-408m(b) of Connecticut General Statutes.
