Changes Juneteenth Independence Day observance from the Saturday closest to June 19 to June 19 itself annually, commemorating the formal emancipation of enslaved African-Americans pursuant to General Order No. 3 of June 19, 1865, in Galveston, Texas.

Establishes September annually as Ovarian Cancer Awareness Month to heighten public awareness of ovarian cancer presentation and available treatments.

Designates the week of November 13 annually as Kindness Week to promote acts of kindness among state residents.

Establishes Small Business Saturday as the Saturday immediately following the fourth Thursday in November each year to recognize the value small businesses provide to state and national economies.

Creates Connecticut Entrepreneur Week beginning with the third Monday of February annually to honor entrepreneurs for their innovative contributions to the state's economy.
