Establishes "The Partnership for Connecticut, Inc." as a nonstock corporation organized by a Fairfield County philanthropic enterprise founded in 2003 to advance public education, financial inclusion, and social entrepreneurship.

Designates board members and officers of the corporation as public officials subject to Connecticut's state ethics code (Chapter 10, Part I) and the Freedom of Information Act.

Exempts board members and officers from being considered state employees or state contractors while requiring them to perform governmental functions under the Freedom of Information Act.

Allows board members with financial interests in entities before the corporation to serve provided they abstain from deliberation, action, or voting on matters involving those specific entities.

Requires the corporation to submit semiannual reports to the Governor, State Board of Education, Department of Education, Department of Economic and Community Development, Office of Policy and Management, and relevant legislative committees, with reports posted on the corporation's website.
