Eliminates the requirement for food establishments to register with the Department of Public Health, effective October 1, 2020.

Maintains existing requirements for food establishments to obtain permits or licenses from local directors of health and comply with food code standards.

Keeps inspection requirements by certified food inspectors and continues mandate for Class 2, 3, and 4 food establishments to employ certified food protection managers.

Preserves exemptions for temporary food establishments and certified farmers' markets from Department of Public Health registration.

Directs the Commissioner of Public Health to collaborate with local health directors to develop a reciprocal licensing process for itinerant food vending establishments operating in multiple municipalities.
