Establishes a task force to study the Department of Developmental Services' level of need assessment system, including examination of the instrument, policies, procedures, training, and education materials related to the assessment.

Task force composition includes 8 members: a psychiatrist and parent of a person with intellectual disability (appointed by House Speaker), a behavioral analyst and parent receiving state services (appointed by Senate President Pro Tempore), private provider executives from designated regions, advocates from CT DDS Families First and The Arc Connecticut, the DDS Commissioner or designee, and a physician with expertise in intellectual disability (appointed by Governor).

Task force members cannot be members of the General Assembly, and all appointments must be made within 30 days of the effective date, with vacancies filled within 30 days or by majority vote of existing members.

First meeting must be held within 60 days of enactment, and the task force may consult with any individual or organization with relevant expertise.

Task force must submit findings and recommendations to the joint standing committee on public health, the Council on Developmental Services, and regional advisory councils by January 1, 2021, at which point the task force terminates.
