Requires the Commissioner of Economic and Community Development to conduct a study of Connecticut's opportunity zone financial incentives, effective upon passage

Study must analyze the financial incentives used to support opportunity zone investment, the specific economic development projects supported, and an accounting of incentives paid to date

Commissioner must submit a report on study results to the joint standing committee of the General Assembly having cognizance of commerce matters by January 1, 2021

Report submission must comply with the provisions of section 11-4a of the Connecticut general statutes
