Authorizes the Commissioner of Administrative Services to enter into state grant commitments for 12 public school building projects across Connecticut based on a priority listing approved by a General Assembly committee prior to February 1, 2020

Allocates estimated total state grant funding of $229,271,299 across the following projects: Brookfield New Elementary School ($16.7M), Darien Ox Ridge Elementary ($6.7M), Mansfield New Elementary ($33M), New Britain Chamberlain Elementary ($39.8M), New Fairfield High School ($23.8M), New Fairfield Early Learning Academy ($11.2M), Fairfield Mill Hill Elementary ($5.7M), Hamden Middle School ($7.5M), Manchester Bowers Elementary ($21.8M), Manchester Buckley Elementary ($19.5M), Norwalk Jefferson Elementary ($10.8M), and Winchester Mary P. Hinsdale School ($12.5M)

Requires projects to meet priorities and construction standards established by the State Board of Education as outlined in section 10-283 of Connecticut general statutes

Takes effect immediately upon passage as a new statutory section with no amendments to existing law
