Commissioner of Social Services shall conduct a study of programs administered by the Department of Social Services, effective upon passage.

Study must include a report on program responsiveness to service recipients, problems existing within programs, and whether staff allocation meets service needs.

Commissioner must report findings to the joint standing committee on human services by July 1, 2021, following procedures under Connecticut General Statutes section 11-4a.

Report may include the commissioner's recommendations for addressing identified service gaps and improving access to services.
