Bill Summary: Raised Bill No. 407

• Repeals and replaces Section 29-5 of the 2020 supplement to the general statutes, effective July 1, 2020, regarding resident state police officers in towns without organized police forces.

• Towns must pay 85% of compensation, maintenance, and expenses for the first two resident state police officers; 100% for additional officers; and 100% of overtime costs plus 50% of unfunded retirement system fringe benefit costs (starting fiscal year 2021).

• During agricultural fairs, the town or fair-sponsoring organization must pay 85% of state police officers' costs for on-site security and traffic control on public roads.

• Towns and the Commissioner of Emergency Services and Public Protection may enter into police service agreements for periods not exceeding two years, with Attorney General approval.

• Establishes a pilot program allowing appointment of one resident state police officer to serve two adjoining towns within the same state police troop jurisdiction, with towns responsible for all associated costs.
