Raised Bill No. 413 Summary

• Prohibits any person from causing a performance of or allowing exotic or wild animals to participate in traveling animal acts, effective July 1, 2021.

• Exempts nonmobile, permanent facilities including zoos and aquariums accredited by the Association of Zoos and Aquariums or Global Federation of Animal Sanctuaries.

• Exempts environmental education programs run by accredited entities or those permitted by the Department of Energy and Environmental Protection, provided animals are used no more than 6 months per year and kept in mobile housing no more than 12 hours daily.

• Exempts universities, colleges, laboratories, and research facilities holding a USDA Class C exhibitor's license with current inspection reports.

• Defines "exotic or wild animal" to include Canidae, Felidae, nonhuman primates, cetartiodactyls, crocodilians, and other non-domesticated species; authorizes the Commissioner of Energy and Environmental Protection to enforce the prohibition.
