Replaces gender-specific pronouns ("he," "his") with gender-neutral language ("the Governor," "the employee") throughout emergency preparedness statutes sections 28-8a, 28-9a, 28-11, 28-17, and 28-30.

Clarifies municipal chief executive officer authority to request aid during disasters and establishes workers' compensation coverage for non-civil preparedness volunteers who register and sustain injuries while rendering emergency assistance.

Authorizes Governor to acquire temporary housing units for disaster victims and temporarily suspend or modify public health, safety, zoning, and transportation requirements for up to 60 days during declared emergencies.

Establishes procedures for Governor's seizure of property during civil preparedness emergencies, including filing declarations with Secretary of State and town clerks, and provides compensation mechanisms through state referee determination when property owners dispute offered amounts.

Requires telecommunicators employed by public or private safety agencies to obtain division certification by July 1, 2020, either through completing approved training programs and demonstrating proficiency or passing a written or oral examination.
