Establishes a task force to study Connecticut's payments in lieu of taxes (PILOT) to municipalities, examining payments made during the biennium ending June 30, 2019 and fiscal year ending June 30, 2020

Task force shall evaluate current PILOT methodology using needs and capacity assessment and recommend whether to include municipalities' ability to raise revenue in the methodology

Task force composition includes 7 members: two appointed by House speaker, two by Senate president pro tempore, one each by House majority leader, Senate majority leader, House minority leader, and Senate minority leader, plus the Secretary of the Office of Policy and Management

All initial appointments must be made within 30 days of effective date, with first meeting held within 60 days

Task force shall submit findings and recommendations report to the joint standing committee on appropriations by January 1, 2021, and terminates upon report submission or January 1, 2021, whichever is later
