Motor vehicle operators are prohibited from running engines for more than three consecutive minutes while the vehicle is not in motion

Exceptions apply for traffic conditions, mechanical difficulties, operation of heating/cooling/safety equipment, outdoor temperatures below 20°F, maintaining safe temperatures for passengers with special needs, vehicle repairs, and bringing engines to manufacturer's recommended operating temperature

First offense is classified as an infraction; subsequent offenses result in fines between $100 and $500

The Commissioner of Energy and Environmental Protection and municipal police departments are authorized to enforce the prohibition, with municipalities retaining 50% of fines collected

The act codifies an existing regulation from section 22a-174-18 of Connecticut state agency regulations and expands enforcement authority to municipalities
