Reduces temporary safe boating certificate validity from three months to forty-five days from date of vessel registration, valid only between sunrise and sunset.

Reduces boat livery rental exemption period from fourteen days to seven days for operators who do not need a safe boating certificate.

Increases property damage reporting threshold for vessel accidents from five hundred dollars to two thousand dollars before written report to Commissioner of Energy and Environmental Protection is required.

Modifies personal watercraft operation definitions and expands recognition of out-of-state boating safety certifications issued on or after January 1, 2008, that contain National Association of State Boating Law Administrators mark or approved equivalent.
