Raised Bill No. 454 - Sandy Hook Workers Assistance Program

• Eliminates the August 31, 2015 deadline for receiving assistance payments and removes the June 30, 2014 deadline for submitting claims, allowing affected persons to apply indefinitely.

• Authorizes the Office of Victim Services to recover unused moneys previously transferred to charitable trusts or entities and deposit recovered funds back into the Sandy Hook Workers Assistance Fund.

• Establishes a mechanism allowing the Office of Victim Services to recommend transferring the fund and administration to a charitable trust or entity, subject to legislative approval.

• Changes reporting requirements from monthly to quarterly for both the State Treasurer and administrator, with first reports due July 1, 2020 instead of April 1, 2013.

• Clarifies that administrators can be either the Office of Victim Services or an authorized charitable trust or entity, with both having equal authority to accept applications and pay claims.
