Repeals and replaces subsection (a) of section 8-3e of the general statutes, effective July 1, 2020, to regulate zoning treatment of certain residential facilities.

Requires zoning regulations to treat four types of facilities the same as single-family residences: community residences for six or fewer persons with intellectual disability, child-care residential facilities for six or fewer children with disabilities, community residences for six or fewer persons receiving mental health or addiction services, and licensed hospice care residences for six or fewer persons.

Imposes four conditions on licensed hospice care residences: must be managed by a 501(c)(3) tax-exempt organization, located in a city with population exceeding 100,000 in a zone allowing one or more acres of development, served by public sewer and water, and constructed to building codes for occupants incapable of self-preservation.

Makes a technical grammatical change to clarify that internal revenue code references apply "as amended from time to time" rather than "as [from time to time] amended from time to time."
