Municipalities may assign sewerage connection and use charge liens to third parties by legislative resolution, granting assignees full enforcement authority equivalent to the municipality's original lien holder status.

Property owners remain liable for reasonable attorney's fees and costs incurred by lien assignees in foreclosure actions or legal proceedings directly related to lien enforcement.

All amendments take effect July 1, 2020, and modify Connecticut General Statutes sections 7-239, 7-254, 7-258, and 7-403a to make technical grammatical changes regarding attorney's fees language.
