Raised Bill No. 473 Summary

• Office of State Ethics must develop and publish a plain language summary of state ethics laws concerning persons, firms, and corporations submitting bids or proposals for state contracts, and state contractors on its internet website (effective October 1, 2020).

• Public officials and state employees who establish or have a legal defense fund established must file quarterly reports with the Office of State Ethics by the 10th day of January, April, July, and October, including fund directors/officers, depository institution name, itemized contributions with contributor names and addresses, and itemized expenditures with payee information (effective October 1, 2020).

• Lobbyists must register with the Office of State Ethics if they receive or agree to receive $3,000 or more in compensation or reimbursement in a calendar year for lobbying, or make expenditures of $3,000 or more for lobbying activities (effective October 1, 2020).
