Requires all Connecticut municipalities to hold biennial elections on the Tuesday after the first Monday of November in odd-numbered years, eliminating municipal discretion to choose between May and November dates.

Sets the term beginning date for elected municipal officials (other than town clerk and treasurer) to December 1 following the election, or such other date as prescribed by special act.

Sets the term beginning date for town clerks and treasurers to the first Monday of January following the election.

Permits municipalities to defer the beginning date of elected official terms by up to one year from the applicable date established by this act.

Repeals sections 9-164a and 9-164c of the general statutes and makes conforming amendments to registrar canvassing requirements and other related election procedures, effective January 1, 2021.
