Establishes a compliance unit within the State Elections Enforcement Commission responsible for providing legal advice during hearings, drafting decisions, advisory opinions and declaratory rulings, and providing written and verbal counsel to the general public.

Creates an enforcement unit within the commission responsible for investigating complaints, evaluating whether complaints allege election law violations, and prosecuting complaints that proceed to hearing before the commission.

Requires the commission to develop internal policies ensuring effective separation of duties between the compliance unit and enforcement unit with other commission staff.

Allows the commission to employ necessary staff and seek investigatory personnel from the Commissioner of Emergency Services and Public Protection or the Chief State's Attorney.

Takes effect upon passage and amends Connecticut General Statutes section 9-7a(d).
