The University of Connecticut Health Center must obtain General Assembly approval before soliciting bids or issuing requests for proposals for any privatization contract or public-private partnership contract estimated to cost over $1 million annually.

The Health Center's chief executive officer must certify that all projected costs, savings, and benefits are valid and achievable as part of the submission to the General Assembly.

The General Assembly must vote to approve or reject the bid solicitation or request for proposals within 30 days if in session, or within 10 days after the start of the next regular session if not in session.

"Costs" include all reasonable, relevant, and verifiable expenses such as salary, materials, supplies, equipment, utilities, insurance, overhead, and fringe benefits as calculated by the Comptroller.

The bill designates the University of Connecticut Health Center as a "state contracting agency" for purposes of this act, effective July 1, 2020.
