Establishes a task force effective immediately to review the Connecticut Constitution and identify all gendered language, then recommend revisions while preserving meaning and affirming gender equality before the law.

Task force membership consists of 11 members: one each appointed by the House Speaker, Senate President Pro Tempore, House Minority Leader, and Senate Minority Leader; three appointed by the Governor; three appointed by the Chief Court Administrator; and the Attorney General or designee.

Requires all initial appointments within 30 days of the effective date, with the first meeting scheduled no later than 60 days after enactment.

Task force must submit its findings and recommendations to the joint standing committee on government administration by January 1, 2021, and terminates upon submission or January 1, 2021, whichever is later.

Makes technical language changes to Connecticut General Statutes sections 2-35a and 4-38j regarding government administration and reorganization, effective October 1, 2020.
