Proposes an amendment to Connecticut's Constitution to authorize the General Assembly to establish early voting by law for any state election or ballot question.

Adds language to Article VI, Section 7 of the Constitution permitting in-person voting prior to Election Day for qualified voters of the state.

Removes obsolete language from Article III, Section 9 and Article IV, Section 4 regarding vote receiving and counting procedures to accommodate early voting practices.

Designates the ballot question as "Shall the Constitution of the State be amended to permit the General Assembly to provide for early voting?"

Directs the proposed amendment to be presented to voters at the November 3, 2020 general election, or continued to the next legislative session, for ratification by Connecticut voters.
