Establishes joint rules for the Connecticut General Assembly's July Special Session 2020, adopting the 2020 regular session rules with specified amendments and repeals.

Only bills and substantive resolutions specified in the Governor's Proclamation dated July 17, 2020, convening the session no earlier than July 21, 2020, at 9:00 a.m., may be received.

Bills and substantive resolutions must be accompanied by a fiscal note and voted upon by roll call vote, and may be acted upon immediately without standard delays.

Allows certified bills to be transmitted to and acted upon first by the other chamber with consent of the Speaker or President Pro Tempore, streamlining the legislative process during the special session.

Grants the President Pro Tempore and Speaker authority to restrict access to legislative buildings and halls during a public health or civil preparedness emergency, limited to members, constitutional officers, authorized staff, telecommunications personnel, and credentialed media.
