Senate rules for the July 2020 special session adopt the 2020 regular session rules with specified amendments to Rules 7, 9, 13, 17, 18, 19, 29, 30, and 34, and addition of new Rule 37.

Amended Rule 9 allows bills certified under section 2-26 of general statutes to be transmitted and acted upon first by the opposite chamber with consent of the Speaker or President Pro Tempore.

Amended Rule 19 establishes order of business as: reception of Governor and Secretary of State communications, introduction of bills and resolutions, and reception of business from the House.

Amended Rule 29 defines permissible motions during debate in order of precedence (adjourn, recess, previous question, close debate, pass temporarily, pass retain, postpone to certain time, divide question, amend, postpone indefinitely) and prohibits revisiting motions to postpone indefinitely once decided.

Amended Rule 30 requires fiscal impact explanations for amendments affecting state revenues or expenditures, permits legislative commissioners to re-examine substantively amended bills within three calendar days, and new Rule 37 restricts bills and resolutions to only those certified per Joint Rules and those pertaining to special session rules, journals, and expenses.
