Reduces copying fees for non-land records provided by public agencies under the Freedom of Information Act from fifty cents to fifteen cents per page, effective October 1, 2021.

Reduces certification fees for public records from fifty cents to fifteen cents per additional page, while maintaining the one-dollar fee for the first page, effective October 1, 2021.

Eliminates fees for individuals copying public records using hand-held scanners at public agencies, except for land records where agencies may charge up to twenty dollars per day, effective October 1, 2021.

Defines "hand-held scanner" as a battery-operated electronic device that leaves no mark on records and does not unreasonably interfere with agency operations, including mobile telephones or cameras.

Updates town clerk fees for copying land records to one dollar per page and establishes that land record copies are subject to the fee reductions and hand-held scanner provisions, effective October 1, 2021.
