Repeals and replaces Connecticut General Statutes Section 38a-21 effective July 1, 2021, to revise the process for reviewing mandated health insurance benefits.

Establishes a health benefit review program within the Insurance Department funded by the Insurance Fund, with the Commissioner authorized to contract with the University of Connecticut Center for Public Health and Health Policy or an actuarial accounting firm to conduct reviews.

Allows the joint standing committee on insurance to require one review of not more than five mandated health benefits per regular legislative session, with the Commissioner required to submit a report by January 1st of the following calendar year.

Requires review reports to include evaluation of quality and cost impacts, including utilization rates, existing coverage, financial impact on premiums, scientific evidence of safety and effectiveness, and impact on small employers and cost-shifting between public and private payors.

Mandates that beginning January 1, 2022, the General Assembly cannot enact mandated health benefit legislation unless the benefit has undergone the review and informational hearing process, or the insurance committee approves it by a two-thirds vote.
