Prohibits any person, local government, or state agency from using class B firefighting foam containing intentionally added perfluoroalkyl or polyfluoroalkyl substances in any amount for any purpose

Requires the Department of Public Health to develop and implement a testing plan for water supply sources, water supplies, and bottled water for contamination by perfluoroalkyl and polyfluoroalkyl substances

Requires the Department of Public Health to educate the public regarding potential risks of drinking water contaminated by perfluoroalkyl and polyfluoroalkyl substances
