Provides civil liability immunity for entities (businesses, nonprofits, public agencies, and individuals) for COVID-19 exposure or transmission losses, damages, injuries, or deaths occurring on their premises during the pandemic emergency period declared by the Governor on March 10, 2020, and any extensions or new emergencies declared as a result of COVID-19 outbreaks in Connecticut.

Requires entities to have substantially complied with applicable health and safe operation guidelines contained in executive orders issued by the Governor and guidance issued by the Department of Public Health to qualify for immunity protection.

Excludes from immunity protection any loss, damage, injury, or death caused by gross negligence or willful misconduct of the entity.

Defines "entity" broadly to include sole proprietorships, partnerships, corporations, limited liability companies, trusts, associations, and public agencies.

Effective upon passage with no sunset date specified.
