Amends Section 10-151b of Connecticut general statutes to require the Department of Education to revise Section 2 of the Connecticut Guidelines for Educator Evaluation

Establishes a tiered evaluation program where teachers rated as proficient or exemplary are not required to undergo formal annual evaluations

Requires teachers rated as developing or below standard to continue receiving annual evaluations

Aims to allow high-achieving educators to dedicate more time to classroom instruction and student development by reducing evaluation burden

Provides continued support and oversight for educators who have not yet achieved exemplary or proficient ratings
