Repeals the provision in section 10-76q of the general statutes that allows technical education and career schools to refer special education students to their residential school district.

Eliminates the requirement that residential school boards develop individualized education programs (IEPs) for students referred from technical schools.

Removes the responsibility of residential school boards to finance and implement IEPs for students attending technical education and career schools.

Requires the Technical Education and Career System to accept and enroll students with individualized education programs directly.
