Repeals the existing cap in section 10-262j of Connecticut general statutes that limits how much school districts can reduce their education budget appropriations when experiencing declining enrollment

Allows school districts to reduce their minimum budget requirement by an amount that fully reflects the actual decline in resident student numbers

Amends current law that previously restricted budget reductions regardless of how significant the enrollment decrease
