Permits holders of on-premises alcohol licenses (bars, restaurants) to sell sealed containers of alcohol for off-premises consumption for three years from passage.

All off-premises alcohol sales must be accompanied by food prepared on-premises and placed in securely sealed, tamper-evident containers in bags before removal.

Off-premises sales by bars and restaurants are limited to 196 ounces of beer, 1 liter of spirits, or 1.5 liters of wine per customer order and can only occur during package store hours.

Deliveries of alcohol must be made only by direct employees of the permittee or by third-party vendors holding in-state transporter permits.

Manufacturers with permits may deliver alcohol they produce off-premises without requiring accompanying food, subject to the same hour restrictions and applicable volume limits under their manufacturing permits.
