Establishes a task force effective July 1, 2021 to study voting accessibility for electors and election day registration applicants with disabilities, including nonvisual accessibility for blind or visually impaired individuals.

Task force consists of 8 members appointed by legislative leaders (2 each by House Speaker and Senate President Pro Tempore, 1 each by House and Senate Majority Leaders, 1 each by House and Senate Minority Leaders), the Secretary of the State, and the State Elections Enforcement Commission executive director.

Task force must hold its first meeting within 60 days of the effective date and submit findings and recommendations to the joint standing committee on elections by January 1, 2022, at which time the task force terminates.

Requires each town's board of selectmen to provide at least one voting device equipped for individuals with disabilities that complies with the Help America Vote Act at each federal election, effective July 1, 2021.

Board of selectmen must maintain all voting tabulators and disability-equipped voting devices in working order and preserve them when not in use.
