The Commissioner of Transportation shall conduct a feasibility study and develop an operational plan for passenger train and ground transportation expansion in eastern Connecticut.

Extend the Shore Line East rail line to the state of Rhode Island and establish a new Norwich Branch Line with future plans to provide services to Massachusetts.

Consider the usage of electric railcars on the proposed branch lines as part of the expansion planning.

Extend ground transportation systems in the eastern region of the state and provide interconnection between all such systems.

Establish new passenger train stations in the town of Groton and the borough of Stonington, with the study and operational plan due to the Transportation Committee by January 1, 2022.
