Amends chapter 246 of the general statutes to require any entity selling, offering for sale, or repairing new emergency apparatus to hold a new car dealer's license.

Requires emergency apparatus manufacturers to have a licensed franchised dealer located in Connecticut.

Authorizes the Department of Motor Vehicles to immediately halt the sale or repair of emergency apparatus by entities lacking proper licensure or manufacturers without a state franchised dealer.

Intended to protect first responders and enhance public safety through Department of Motor Vehicles licensing requirements for emergency apparatus vendors and repair businesses.
