Amends subsection (e) of section 10-16x of the general statutes to require the Department of Education to partner with regional educational service centers in administering the after school grant program.

Requires the Department and regional service centers to monitor and evaluate after school programs and activities.

Mandates conducting comprehensive evaluations of the effectiveness of after school programs and implementation of risk assessments.

Requires providing technical assistance and training to eligible applicants for the program.

Ensures after school program activities are aligned with state academic standards.
