Amends Title 10 of Connecticut General Statutes to require the Department of Education to develop a state-wide plan for responding to large scale school crisis events.

Plan must include cooperation with other education and behavioral health agencies to coordinate response efforts.

Plan must specify both short-term and long-term interventions tailored for different student populations affected by crisis events.

Plan must identify funding mechanisms designed to minimize discontinuity of services during and after crisis events.
