Authorizes Connecticut to enter into a multistate compact with at least five other states to collaboratively develop cures for major diseases.

Requires the compact to identify at least ten major diseases based on severity and cost, and establish criteria for what qualifies as a cure.

Directs calculation of projected five-year savings from curing each disease to serve as financial incentives for discoverers or developers of cures.

Establishes a process to award incentive payments in exchange for the cure and its patent, contract with private manufacturers for mass production and distribution.

Provides that participating states purchase cures at cost, while non-participating states pay cost plus a royalty fee.
