State agencies must assess their ability to update all printed and electronic forms and applications requiring sex or gender identification to include a nonbinary option marked as "X" alongside male and female options.

The definition of "state agency" includes all departments, boards, councils, commissions, institutions, and executive branch agencies, including public higher education and technical schools, but excludes state-operated health care facilities.

Each state agency must submit assessment results to the appropriate joint standing committee of the General Assembly by January 1, 2022.

The act takes effect upon passage and creates a new section in Connecticut's general statutes.
