Repeals and replaces General Statutes Section 9-213 effective October 1, 2021 to establish uniform vacancy procedures for Secretary of the State, Comptroller, Attorney General, and Treasurer.

When the General Assembly is in session, it shall fill vacancies in these offices; if not in session or if the Assembly fails to make an appointment, the Governor shall appoint an acting official until the next regular session when the Governor nominates a successor for General Assembly approval.

Removes the prior provision allowing the Governor to appoint an Attorney General to fill the unexpired portion of the term and instead subjects Attorney General appointments to General Assembly approval.

For Treasurer vacancies occurring outside an election year when the Assembly is not in session, the Governor appoints an acting Treasurer; if the vacancy occurs during an election year, the Deputy Treasurer fills the vacancy for the unexpired portion of the term.

Aligns the vacancy-filling procedures across all constitutional executive branch offices to ensure consistent treatment.
