Appropriates three million dollars from the General Fund to the Department of Social Services for fiscal year ending June 30, 2022, for fatherhood initiatives promoting positive father involvement in children's lives.

Establishes an advisory group to study and make recommendations on integrating fatherhood initiatives with early childhood programs funded by the Office of Early Childhood.

Directs the advisory group to evaluate transferring oversight of fatherhood initiatives from the Department of Social Services to either the Office of Early Childhood or the Department of Education.

Aims to restore funding previously cut from fatherhood initiatives.
